As Chidi Lloyd Presents Over Eight Billion Naira 2024 Budget Estimate For Consideration And Approval
Councillors To Nominate Projects For Implementation
In what could be best described as a deliberate effort to sustain further the infrastructure revolution witnessed across Emohua Local Government Area under his watch, the chairman of the local government area, Dr. Chidi Lloyd, laid before the Legislative Assembly on Thursday the Budget of Estimate and Expenditure for the 2024 fiscal year for consideration and approval.
The budget, estimated at Eight Billion, Eight Hundred and Eighty-Eight Million, Fifty-Nine Thousand, Six Hundred and Fifty Naira, and Sixty Kobo (N8, 888,095,650,60), according to the local government chairman, was prepared in line with the principles, rules, and practices of the International Public Sector Accounting Standard (IPSAS) adopted by the Revenue Mobilization and Fiscal Allocation Commission (RMFAC) for the 3 tiers of government in Nigeria.
Providing a detailed description of the budget estimate, Dr. Lloyd stated that the budget is expected to be funded through federal allocation and Internally Generated Revenue (IGR), with recurrent expenditure estimated at Four Billion, Two Hundred and Seventy Eighth Million, Fifty-Nine Thousand, Six Hundred and Fifty Naira, and Sixty Kobo (4,278, 059, 650,60), while capital expenditure and reserve are estimated at Four Billion, Six Hundred Million Naira (4,600,000,000,00) and Ten Million Naira (10,000,000,00), respectively.
Dr. Lloyd, while reaffirming his administration’s commitment to delivering the dividends of good governance to the people of Emohua local government area, promised to continue to administer the local government in an honest, accountable, just, and fair manner.
The council chairman, who attributed the achievements of his administration in the past two years to the cordial relationship between the executive and the legislative arms of the local government, thanked the leader, Hon. Love Nyenke, and members of the legislative assembly for their support and cooperation while restating his commitment towards sustaining the relationship with the councillors to further consolidate on the gains of the past years.
He noted that the 2024 budget estimate also provides for the 14 councillors representing the 14 political wards of Emohua LGA at the Legislative Assembly to nominate one project each for implementation, while also promising to ensure that the ongoing reconstruction and remodelling of the legislative assembly complex is completed in record time to enable the councillors to make use of the facility before the end of their tenure.
Speaking further, the Emohua Council boss said, “Under our watch, no project embarked on will be neglected in our development agenda, and no one will be left behind in the distribution of resources and opportunities in the local government area.”.
He disclosed his administration’s determination to complete and commission critical infrastructure projects across the local government area in the first quarter of 2024, continuing the infrastructure revolution witnessed across the area under his watch.
According to the council chairman, some of the projects earmarked for commissioning in the first quarter of 2024 include the already completed 1-kilometre Chief Nyesom Wike Drive in Akpabu community, the Akpabu community water project, the cold chain facility, and the doctor’s residential building as extensions of the primary healthcare centre earlier conceived and completed by his administration.
Others include the 1-kilometre Ubimini community road already nearing completion; the 1-kilometre Omkpova-Mgbere road in Ibaa community; the 350-capacity ICT studio named after Chief Emeka Woke at the council headquarters; as well as the already completed Emohua divisional police station situated opposite the Emohua campus of the Rivers State University along Emohua-Kalabari road.
He commended security agencies and the local government vigilante services (EMOVIS) for sustaining peace and security in the area, attributing the unprecedented infrastructure development undertaken by his administration across Emohua LGA to the prevalent peace and security in the area, which he said was occasioned by the huge investment in the provision of logistics support to the security agencies and special security establishments across the LGA.
Dr. Lloyd was accompanied to the budget presentation by the leader of the People’s Democratic Party (PDP) caucus in Emohua LGA and former CTC chairman of the LGA, Eze Paul Wonodi; the deputy chairman of the PDP in the LGA, Dr. Jim Morrison; Secretary to the Local Government, Chief Vincent Chukwu; and other principal officers of the local government, as well as political leaders across the LGA.
